Heddy Ludvigsen is partner and specializes in public procurement law. She assists contractors and private suppliers during all phases of the procurement process, including the complaint processing procedures. Her experience covers a broad spectrum of practice areas, such as construction, the technology sector, health and concession contracts.

Additionally, Heddy has extensive experience within state aid, competition law and general EU/EEA law. Her combined expertise and experience within all aspects of EU/EEA law allows her to adapt her advice to our clients’ various needs and challenges. By using this insight, she provides strategic and practical advice that creates value for our clients.

The corona pandemic – how does it affect tender procedures and contracts which are subject to procurement regulations?

Contracting authorities and suppliers, like many others, have been impacted by the corona pandemic. One of the challenging issues is the application of procurement law, as the procurement regulations have restrictions related to the actions of the contracting authority during a pending tender procedure, as well as for modifying existing contracts. However, even though the public procurement act is claimed to be rigid, there are ways to comply with the procurement regulations in the current and challenging situation caused by the corona pandemic.
